I know what the hell you're talking about, but what the fuck does that have to do with an intercooler not performing properly?
Do you know how cold the IC would have to be and how much moisture there would have to be for ice to appear inside of an intercooler with 250*+ air flowing through it at a couple hundred miles an hour?

Okay...for one thing, one can obtain a Hobbs pressure switch at NAPA autoparts! They can be ordered in a variety of settings for $25. To make a simple intercooler sprayer, go to dawesdevices.com. He has a page that has water injection and intercooler sprayer instructions.
I would never spray alcohol or CO2 on an intercooler. Most places do not allow water on a track. For the street, sure. I believe that Nitrous Express makes something that sprays nitrous on the intercooler, "n'tercooler" is the name.
Litlespic uses a sleeved intercooler that is made to have water or a glycol-water mix pumped through it. Water then flows through the intercooler and back down to the heat exchangers. That intercooler design does not simply get sprayed down with a water nozzle.
