Just get a fogger nozzle from a garden store and run the hose from your nozzles down to the IC...the only thing, most sanctioned events won't allow the car on a track because you could drip water...and water on a racetrack of any kind is generally frowned upon.
I can't imagine using anything but water...but I imagine there's something.

Activate the washer motor/pump by hobbs switch thats adjustable. You can try a spa place to get one but the local spa retailers are pain in the ass to get on. Get one off ebay or something.
Yes the water thing is true. Alcohol isn't much safer. I got introuble for using it at richmond. It helped my car run about .4 seconds quicker.

Having the liquid cooler playes into the area thermal dynamics. Colder you can get the liquid/gas to touch IC better it is. Thats the only reason I say it.
Other wise your correct.

double what merf said, plus how do you deal with the alcohol as a corrosive to paint/an aluminimum IC? also 91%= denatured alcohol. plus what exactly is med-grade alcohol? i worked in a hospital for years and never saw anything that said "medical grade alcohol" anywhere in the whole damned place. and besides, where do you buy it by the gallon? i only see denatured sold by the gallon.
