Default civic reving problem

when car is first runnign runs fine. if you wait about one minute when you push on the gas it acts like the rev limiter is at about 2300 rpms and will not go above that. but when it first starts up it will rev all the way up. change the computer not that. changed the iac valve not that either. its a 95 civic d15b7

the z's(L series nissan motor) have a Trottle positionong sensor as do many cars (no idea about honda motors) and if its rainign or you just washed your car water could build up in there and prevent the leads from tlouching to let the ecu know it is WOT and my car stoppe at about 2500 rpm.

could be extremely retarded ignition timing. that would cause overheating which then takes away all engine power. that was the problem when i bought my car! have you replaced timing belt, dizzy, waterpump... lately? if so timing belt could be off a tooth to do this.
