It all depends on where you go, for the $$ involved some inspectors just get the cars through as fast as possible checking all the vital and obvious points. Others will nick pick your shit to try and get work.

The sniffer test is slowly finding it's way further south and west, it's mostly the bigger sprawls that have it. No it's not required during inspections, last time i lived in an area that required one it was bi-yearly or with your vehicle regestration. You might want to at least put a gutted cat on for visual purposes, the fine is $2,500 + other fees if you're busted for straight pipes.
