If your car wasn't issued front plates then you don't have one to put on do you?

Exhaust is different, because was it too loud, was there a leak! That will get you a ticket or fixit ticket anywhere. Thats like any traffic ticket

I rode around for about two years w/o a front plate on my Civic and never got a ticket. One day I was talking to Leigh about taking his front plate off, and I was like "I"ve never been pulled for it." A couple days later I met up with Ritz, and I mentioned the conversation to him, and told him to convince Leigh to remove his. On the way home, I was pulled over for no front plate.
The "arresting" officer said something along the lines of "I pulled you over because I didn't see a front plate..." I think I got his attention b/c of my lack of exhaust though, and he just used the front plate to pull me over and find out what else was "improper." Nice guy though.

Oh, and fyi Code §*46.2‑715 provides that "[l]icense plates assigned to a motor vehicle .*.*. shall be attached to the front and the rear of the vehicle." Can't find anything on dmv sites besides this. And since tint laws/exhaust laws go against out of staters, gonna go with the plate law too.

I don't understand in Cali - they are busting KIDS for being ricers, but if you have a receipt for a say Civic Cat back exhaust then that would be comparable to stock unless it MADE ALOT MORE NOISE.
Cali says no modifying the parts but you can replaced the factory parts
And 92db's is loud-
