like title says when i start my car it idels to 3000 the goes bewteen 2000-3000
once i give it throttle it goes up then down to normal ideal for a short second then back to like 2800

any help would be awesome thanks va

It is probably the FITV or even the IACV, there are write up's on how to check.

Its a white screw/round thing that is right infront of you when you open it up, it usually turns itself all the way out, causing the car to idle high. Get a flat-head and screw it back down. I think you are suppose to tighten it, than open it 3/4 of a turn or something. Read a write up for exact specs. But unless its a obvious vacuum leak, im 95% sure it would be the FITV causing it.

Does it stop doing that after about 30-40min of driving? Once the car is fully warm?

iac motor is bad unplug sensor while car is running and listen for a change in idle if it drops but still goes up and down replace it but u can get one from a junk yard for next to nothing
