Thermostat is most likely sticking open so there is always a flow of coolant to the radiator whether it is needed or not. Around town, the engine load is higher and the airflow through the radiator is lower, so the engine stays at a warmer temp. On the highway, the engine load is low and there is a LOT of airflow through the radiator, so the engine is getting cooled too much.

And you are lucky you have a thermostat that fails in the open position rather than the closed position! Good luck!

yea got a new thermostat , going to put it in and let you guys know how it goes.
i was told that it has a failsafe therm in there now and that is why its failing open instead of closed but idk.
