harrassing is not serving and protecting. (ex: stop you on exhaust noise, or ticket you for going 5-10mph over a speed limit that should be raised anyways)

 

It is also on the books that it is illegal for you to do certain sexual acts even if it is with your spouse. The don't come around knocking on peoples doors harrassing them about that.

Its called discretion. Its understood there are things still on the books that are outdated and/or to petty to enforce, therefore no time is acclimated for it.

If the state police are soley for highway enforcement it screams revenue production to me. They do help in disabled motorist situations which is needed, so they are not all bad. Although if our state/local government was concerned for safety based on traffic violations, they would use more man power to watch neighborhoods. I see more crazy, stupid shit happen in my neighboorhood than I ever have on the highway. In addition there are many people and children not in a vehicle present and walking around.

Anyways this is a dead end argument, you can believe whatever you want and keep your head buried in the sand why they pound you in the ass
