that is because they come stock like that, and if you look in the motor vehicle code of VA, they are illegal. cops dont push it usually, but if you are an arrogant asshole, they will ticket you.
inspection rules and motor vehicle codes are two different things, i think it might be a good thing for you to spend some time in the library reading them.

Hm okay I was mistaken then *shrug* that works. Thanks for clearing it all up, it all makes alot more sense, and I had never bothered to look it up personally.
Therse a Jeep Grand Cherokee around here that rides around with no doors, its fuckin hilarious. It also has a PVC exhaust and snorkel style intake.
