Default Car failed inspection: Please help fellow DragVa 'ers!!!!!!

Well my daily driver went in for inspection today and failed. Needed is a patch in one tire and one new tire completely. (No big deal) They also said my right headlight was out of adjustment and the left one was in perfect adjustment but was too old and did not let enough light through. What can i do to clean these? It is not just dirt it is stuff that doesn't just wash off, fairly permanant. Finally i need a front right brake pad for the 1994 Altima. Where can i get the best deal on pads? Thanks for any help.

Use 2000 grit sandpaper, wet sand thoroughly then buff to shine. I heard some use Mothers Plastic Polish also.

3m plastic polish and a rag (i use a buffer, but a rag and elbow grease works well)

if you are in radford, go to the NAPA and their cheap pads are about 13 bucks a set if i recall.
