suspension adjustment

Default suspension adjustment

I bought my bike lowered. I had it brought back up one notch on the dog bones (it has three settings). But I'm not sure if the previous owner also messed with the suspension. Does anyone in the area do suspension adjustments according to weight and size? Also I'm not sure if the front of the bike needs to be lowered as well. i was told the dog bones only adjusts the rear. Thanks in advance for any insight.
