Failed emissions horribly
You are attending VCU, so you can get out of emissions by registering the car to an address in Richmond (dorm or apt) instead of your parents. Because your car is in your parents' name (for the title) and at their home address, you are receiving a notice for an emissions inspection. Would think that your parents would be reluctant to hand over the title to you so that you could register it in Richmond simply for inspections. The emissions inspections are not that frequent, so slap on OEM equip for the test then swap back out afterwards like the majority of people with aftermarket exhaust in northern va. There are emissions inspections south of Fredericksburg, but not for residential, only for gov't and rental agencies in Chesterfield, Hanover, Henrico Colonial Heights, Hopewell, and Richmond for the last 10 years. These are typically done "in-house" to comply with the federal Clean Air Act.

not true. you can take your rejected car anywhere for another inspection, its just that they have to do a complete re-inspection of the vehicle and you pay another $15.
its better to fix what is wrong with the car and take it back to the same place because usually they wont charge you for the re-inspection. however they do have the right to charge you $1 when you come back in addittion to the first $15 you payed for the cost of the sticker, but most places wont charge you a dollar as a customer service.
