you are incorrect. there is no legality behind parking an un-registered motor vehicle on private property as long as the vehicle sits there. once you touch the public roadway, you are then fair game. in order to get a summons the officer would have to fill in where the incident occured and he/she would need a signature. a parking ticket can be issued on private property such as parking within 15 feet of a fire hydrant, fire lane, handicap, etc. but not for having a vehicle un-registered. however, you are right... a home owner's association can fine you.
You are incorrect. Depending upon the city which the vehicle is in there may be city ordinances against being in sight without being registered. It is not classified as a traffic ticket and you are given so long to rectify the situation before you are summoned to court to receive a fine.

An unregistered vehicle is one which can not operate on a public street and falls within this category.
I know because I was warned in Henrico county and Norfolk for one of my cars.

i just bought my car and its been sittin in my drive way with no tags or anything and no one has said anything about it!! I called DMV to see if i had to register it since i dont drive it and they no.
In Chesapeake if you have a vehicle, private property or not that can be viewed by the public, and it has expired tags, inspection etc. It can be marked for a 15 day tow. The only difference is, if it is on a City Street we can tow in in 48 hours as opposed to 15 days...every cities ordinances are different.
