I think your right. Also neighborhood ordinances can also place a fine on your vehicle if you dont meet their regulations.
My car was sitting in the street, with up to date tags, insurance and inspection sticker but it was on jackstands. Community officer guy came and told me if it doesn't run it can't be on the street even if everything is up to date. And he gave me a day to move it or he'd have it towed.

Wow, when i lived at my parents we had assholes on the home owners association that tried to pull bull shit like that. Only thing is that the street isn't controlled by their rules. They would have to call the cops to get it towed and such. And the cops around me could careless.
you are incorrect. there is no legality behind parking an un-registered motor vehicle on private property as long as the vehicle sits there. once you touch the public roadway, you are then fair game. in order to get a summons the officer would have to fill in where the incident occured and he/she would need a signature. a parking ticket can be issued on private property such as parking within 15 feet of a fire hydrant, fire lane, handicap, etc. but not for having a vehicle un-registered. however, you are right... a home owner's association can fine you.
