I just double checked and lights that operate in a foglight capacity must turn off with high beams. Running lights can not be white, mainly orange is what they have to be.

in order to pass if its there it has to work.

foglights must turn off when highbeams are turned on.

but if you remove the lights and tuck the wiring away for a few hours then it will pass.

just like if your cowl on your hood is too big. remove the hood.
