NASA or SCCA
There isn't much NASA stuff going on in Raleigh, with the exception of a <1hr drive to VIR for the 2-3 NASA events there per year. Closest NASA autoX to you would be VMP in Dinwiddie, VA (exit 61? off I-85, probably ~2hrs from Raleigh.)
NASA Mid-Atlantic also does one track weekend a year at CMP in SC, but that's probably a good 4? hours from Raleigh (just guessing.)
What are you interested in doing, just cone stuff? Or roadcourse stuff?

I know that you can go to events and volunteer to be a worker (in a non-hot area) as a non-member. Go see how it works with both of them. I am sure Jon wants workers at NASA autocrosses in Richmond and Greg can use helpers at ODR events in VA Beach. See all of the different levels. There is no reason you can't be a member of both. They are not mutually exclusive. Go to the events before you spend your money. You will enjoy it.
Have fun,
Jon
I have some friends in the Raleigh area. They are Mazda guys, but they do lots of track events, autocrosses, and some are flag workers at VIR.
This is the forum they hang out on:

Unless you have a Mazda, ignore the stuff about the cars, I know that several of them go to autocrosses, a couple race SRX7, Spec Miata, or IT cars, and several are also flaggers at VIR. Contact some of them and they will get you in "the circle" in that general area.

tarheel sports car club or something like that is the big one around here. they run with SCCA and i am not to fond of their attitudes. but hey, its events and course time. oh, im in raleigh too, fwiw.
I'm an SCCA member and crew for my friends Spec ford racer. I love going to the events and really need to work to become a corner worker also.
What is it you want to do??? Couple HPDE a year? or actually get your license to race.

Pretty sure Nasa does have a national program....and just had their first national race at mid ohio this year. Its still in its infancy but will soon be up to par. If I were you i would go nasa...if you want road racing. If you just want to autocross go scca. Try the hpde program out....its cheap and well worth it.
Also, NASA has a regional club racing program that is almost as big as SCCA's (depending upon the region in question.)
Keep in mind, you can enter an SCCA licensing school with a racecar and no prior experience, while NASA makes you go through the HPDE program first (which will make you a safer/faster/better driver when you eventually do race.)

yeah at the end of the SCCA weekend class they do a 20 minute race.. And usually lined up for maximum enjoyment in turn 1 (slower guys up front)
Really fun to watch at summit since you can almost stand in turn 1.
I may work on getting my licence in the next year or so after I get more track time under my belt. and the new track car done
Yup, I was just at one of these SCCA schools with the inverted starting grid for the school race. Fun to watch, and even funner to drive. But in fairness, the school format varies from region to region.
I think NASA's system is generally better because it makes you grow from HPDE to racing, step by step. But I will also say that for students the comp licensing school for NASA is not really an enjoyable weekend. It is like a final exam in many ways. They are not teaching you how to drive lines and things like that, they are teaching you how to race other cars. Maybe more accurately they are checking to see if the driver can handle safely passing other cars. An SCCA school is actually a pretty enjoyable experience. Just like an HPDE where wavebys are not required....
I guess which is best depends on you. I already knew how to drive and race before I went to an SCCA school.... and NASA was only the organization that put men in orbit in outter space.
