Meaning that your car won't pass emissions, at all... any state... thats why its good to have a good close freinds in the automotive industry.. or ones that are good freinds with emissions people.

There are no online copies of a S13 FSM that I know of. All I've seen is S14 SR and S13 & S14 KA You should be able to find a real (the big ass book) one for $100+

Not true at all, several people have had their SRs pass emissions in states that require it. That does not however change the fact that according to the federal govt. it is illegal

2. Thats an AIV i think thats what its called. Its not needed. Its used for emissions in Japan. hence you are in America. Your car wont pass inspections, period. So remove the whole assemby. Cut off the pipe connected to the turbo elbow and shut it.
Nissan has been using the AIV valve in one form or another in US cars and trucks also. Yes, you can just cut it out. It helps by adding exhaust air at cold start ups which helps burn cleaner.

So if i do decide to keep it, the bottom hose connects to the turbo elbow, what about the small nipple on top and the larger one in the middle, where would i connect them?

The vacuum diaphragm on top is usually hooked up to a solenoid thats teed to the intake manifold and the larger hose connects somewhere in the intake track behind the maf.

Not for the state of VA, but maybe some counties require it (I don't know if they can even do that or if anyone even does). All VA has is a visual inspection, inspectors just make sure everything that's supposed to be there is there. Some states have sniff tests where they measure what the exhaust is putting out.

We have emmissions tests in VA...they measure the % HC ppm and % CO that your car puts out along with other things. There is a visual test included as well.
