I don't understand how you can misconstrue this equation.

Cams have alot to do with the air flow of the motor. Tweaking them and the timing will enduce either better gas mileage or more power.

The bottom end has everything to do with rotational mass, and the head has everything to do with air-flow.

Thanx guys Ill keep the H22 thats in it now. Im not boosting it just daily driving for now. When I finish my CRX project im gonna start on the prelude.

Yes.

As far as the H22/23 they don't seem to do as well as the more common LS/Vtec. I would just stick with the H22 if I was you. Sell the H23, and use the money to mod the H22.

Isn't the R/S in the non-vtec H23 worse than that of the vtec version (H22)?

And both worse than that of the B-Series?

Yes and yes. There are very few H22/23's that have stayed together, and the cost of the aftermarket internals ie rods and pistons are significantly more costly due to HAVING to sleeve the H series in order to run forged pistons.
