fuse problem....

fuse problem....

when i remove the fuse from the fuse box it says the fuse is blown. when the fuse is still in the fuse box it says its fine. when i try to turn my parking light, tailights, instrument cluster the fuse says its blown. what can the problem be?

just a wild guess but i would try to replace the flasher relay . really cheap.
