CRV blocks are notoriously weaker, yes. You'll also come out with a wierd rod to stroke ratio and a long stroke that won't like high RPM at all. It's truly a big comprimise frankenstein. If you want a 2.x liter VTEC, get an H22..
The actual cylinder strength can be increased and you can use a longer rod and custom pistons with raised pin sets to help out the side wall loading and R/S ratio. The block is a good starting point if you want to take the time and effort to correct its "problems".
