Default can you peel paint on purpose?

i have a alot of cracking in my rear bumper because i hit a van a while ago but i had a paint job on it and under the crack is perfect stock paint, is there anyway to remove the top layer of paint/clear to expose the non cracked paint underneath safely?

It would be a pain, unless the bumper underneath wasnt prepped right, I had a bumper I did at my last job where I took a blow nozzle and blew all the paint off once I got under it. If it was prepped right, theres really no easy way to make it look clean without feathering it out and hitting it with a little paint again.
