it probably one of the lock actuators that are stuck/broken and not allowing the central locking system to actually lock the doors

If, on the other hand, the door locks do lock, it's probably the tow sensor. This was a weak point in the W126, so it's likely a weak point in the W140 too. A cheap solution is to just unplug the alarm system's box.

the doors will lock with the key and by hand, and the alarm is set by locking the door with the key or locking the trunk with the key

Not sure on the tow sensor, but the alarm system box is near the fuse box in the trunk. It could also be one of the window sensors...or one of the many other sensors.
Fair warning, while I think the central locking will still work with the control box disconnected, you won't be able to use the remote if yours has the remote, and the mechanism that stops the windows from going up when something is in the way won't work (I think).

all the doors only lock if done manually and dont lock all with the key in door and auto down on windows dont work only the right rear does

Eh, disconnect the box (it's made by Becker) and see where that gets you. It's on the right side of the trunk behind the carpeting.
