Default car wont start...please help

so i went out to my car the other day and it wouldnt start, come to find out the starter went out...no biggie i change the starter out with a new one and now it cranks just fine and all but it still wont start. i noticed some very strange things, first when i am cranking the car the speedo jumps then slowly goes down after i stop cranking, and second the main relay makes an odd sound after i try to crank the car almost like it gets stuck. i have already tried replacing the main relay with 2 others with no luck, i have checked all other fuses and relays that i can thank of to check with no luck, if anyone else has any other advice that would be great.

Timing belt is fine. Haven't checked the spark yet.. my main concern is the strange sound coming from the relay.

Symptoms of a dead battery or you have a bad ground

Make sure your Spark plugs are firing, you can do this by taking one out and having someone crank the engine while you hold the spark plug and see if it sparks.
