it has always been part of the emissions test to check for any codes, that was the reason OBDII protocol was introduced. its only in three counties in VA for the emissions testing though. we dont do it down this way.
from what i recall, they use the standard IM240 test: idle emissions, 2k loaded emissions, and 2k unloaded if i recall.
