I know you guys probably get a million of these
PSHHH. The new GSXR-600 is for girls. Get a GSXR-1000 to start on. Before you ride it, get a $1,000,000 life insurance policy and make me the sole beneficiary. PM me for my info.
On a more serious note, my opinion on the new GSXR-600 and the new R6 for a beginner is they suck. If you have to have a 600 get an older 600 model. I'd recommend the F2-F3 because you can get them for cheap, there are plenty of replacement parts, and the replacement parts are cheap. You should also look at the SV, plenty of TQ for "riding twisties [and] straights".
Ride the bike, learn the bike, learn to ride, then worry about stretching and putting a stupid 240 on the rear.

id say get a 03 600rr, or an 01-02 f4i there injected unlike the f2 f3 and there more forgiving in turns for a beginner in my opinion. ive ridden the new gsxrs and there ok too, the r6 is bulky and feels heavier than the other 2 bikes.
Neither. They both suck as a first bike. Get a SV650 S. Even that will be more than you can handle when you get on it. In fact, just get a GS500F you MIGHT not kill yourself on that.
on a real note tho... Nothing worng with the SV, mine handles VERY WELL (after a $40 shipped gixxer 1K shock and 2 hrs of my precious time), plenty of TQ, PLENTY... and fast enough going strait... I odnt see why almost any rider would need to go faster than that on the street..... But if you're talking about stretching it, and 240's and all that.. then walk away.. SV +that= NOGOOD..
Anyways, the point im trying to get across is... a rider, could prob do just as good on a SV as in a gixxer 600 or R6 in a set of twisties... And in the street, chances are that it wont get out of your hands as easy as the others... Performance wise, the gixxer and R6 outperform it, the question is.. Where are you gonna use that extra power? ... especially if you just starting to ride....

Second on the SV650(s) get an 02 or earlier if you're trying to keep spending low, ride that bike this summer and you'll be good enough to handle a 600 next summer.
I grew up on dirt bikes in Alabama, a street bike and a dirt bike are NOTHING alike... I thought I was hot shit when i took the course with all of my "experience" but when you get on a street bike and you even THINK you are good at it and you will find yourself on the pavement...
Most important suggestion I can give to a beginner (off road experience or not) Don't think you're good at it before you've tested yourself....
Shit I'd love an R6 myself... but since you're a beginner have you even considered how expensive its going to be to get full coverage!? At minimum for a 3-4k bike you're paying almost half of its value per year. Seriously get a 2000-2002 SV650(s) you get a stock one that might have been dropped once and its gonna be 2k, get yourself some good gear and practice on that bike, next year you can sell the bike for close to what you paid for it if you keep from fucking it up, and you can reinvest in a faster bike
The truth sucks...
dirt bike experience is something that will help, but it will also hurt you if you become over confident...

funny, cuz i dont know wether to start moding my SV, or upgrading... to a 2nd gen... and fighter that hoe... I love the SV, ive ridden gixxers and shit.... and its just not the same man.... No low end TQ.. then it climbs up into the higher RPM and WHAAAAAAAAAAAMMMPPP!!!! scary shit.... see, my bike is smooth... it pulls HARD from the bottom, and it keeps pulling until you shift, and then it does it again... times 6... Yet, is not a crazy fast bike... you can open the throtle on the lower gears and you wont find yourself pulled over... I just want a second gen cuz is Fuel injected, and i kinda grew into the frame and i always loved the tail...
EDIT:
something like this is what i want..

this looks pretty cool too

Or you can do fully faired, but that's not my style.. I likes to show some skin... im a dirty slut.

this is what im riding now (1st GEN)... Take off the mirrors, cool screen and no hoe.. paint it silver, replace the gixxer fender and forks with an SV one... and add bar end mirrors.
