I have an early Ap1, 2001 which shoots a bit more fuel than the 02+ but I get around 22-25 all around. About 27-28 on the highway using cruise.

Shut off the injectors and ignition for those 4 cylinders. Then they're passive. If the injectors aren't flowing any fuel, the cylinders aren't consuming any fuel.

Unfortunately you still have 8 cylinders worth of friction, but there isn't really any way around that.
