Hampton Blvd coming over the Larchmont Bridge and Campestella going over the Elizabeth River bridge. Hell, I hardly even see Nofolk PD pull someone over on the side of the road.
Except for the ODU campus police pulling me over for exhaust once.

Some criminals are very stupid, namely the one that left his ID in your. Others are quite smart and realize that simple crime does seem to pay because, in less you get caught in the act, nothing will happen to you.
On top of that, do you really think they want to put more criminals in our already overpopulated jails? Granted it sucks that your car was broken into and hopefully your insurance will take care of everything.
BTW, I wouldn't call ourselves the Drag Bandits as that could be lead to negative press. Bandits would suffice. It would be even better to break into the cop cars and leave the cards. I wonder how many it take before they started cracking down?
One thing I was thinking of (I apologize if this has been discussed before), was looking at this guys criminal record -- could this guy be on some sort of probation???
If so, I would definitely take this guy to court in hopes that he violated some sort of probation given by a past judge. This would likely land him in jail or reinstate some of the suspended sentences that judges like to grant criminals to give them second chances.
Is there a way you can find if this guy has an assigned probation officer and contact him/her about this crime?
Just another avenue to think about.

Why didnt you just dust the car for prints yourself? It's too late now, but you could of made your own case. Dust it, take plenty of pictures showing exactly where you are getting the prints from, and capture the prints on a 5x8 index card.

I just got off the phone with his probation officer.
Conversation went like this:
R- Hello I have reason to beleive that Jessie Bates has broken into my car.
PO- Do you know Mr. Bates?
R- No, I have never met Jessie a day in my life.
PO- Ok then, what did he steal?
R- Some sunglasses and broke my glove compartment.
PO- How do you know it was him?
R- Ya know I was waiting for you to ask me that. I know it was him becasue he left his ID in my car.
PO- HAHAHAHAHAHA, He did what?
R- He broke into my car and left his ID card.
PO- WOW, ok well did you call the police already?
R- Yes, an officer came by, confiscated it and took a report.
PO- DO you have the name of the officer and the report number?
R- Its at home I'll call you tomorrow with the information.
Things are looking up.
