Bike Information Needed.
the 636 is a bad ass bike, but I wouldn't reccomend it for a starter. The SV650s is a great bike. It has enough power for anyone on a bike. Will probably run 12s in the quarter.
On my 01 ZX6R if I opened the throttle wide open in second gear I could pull the wheel off the ground with ease. I would try to get a used SV650 if I were you. They are cheap used. Easy to sell and when you want something different.
As for insurance....I paid $450/yr for my Ninja. It was brand new. Depending on which insurance company you have, they may make you get full coverage. State Farm is like that (I have state farm). Good thing about State Farm is that premiums are based on engine displacement, not the type of bike. A 600cc cruiser will have the same monthly cost as a 600cc sport bike.
Happy riding.
