A drill and a 1/2" spade bit. That's how I did one.
Another inspection question (well actually make it 2):
1. I know that a horn button must be in arm's reach of the driver, but does it have to be on the dash? I was thinking of installing it right above my e-brake.
2. Can a car pass with an open dumptube?
