State Inspection Questions
Exhaust... if the car came with a California spec catalytic conv, does it have to be replaced with the exact same part? If so, why?
Do the inspection stations really check the catalytic converters during the state inspection? If not, and the catalytic converter was gutted, how will the inspection station know?

as long as there is a caseing of a converter there they will most likely pass you. They have to remove the converter and look inside to see if its broken/gutted before they can fail you.
They inspect the car for a presence of a converter. If they see one, that is as far as they go. Now if it is questionable, then they will inquire with you(i.e if they see a resonator and no cat)
