1. Not everyone is assigned to a ship. I personally have never been.
2. That isnt how the Navy thinks, maybe people in your chain of command, but i do not believe you have the first clue about how "BIG NAVY" works.
3. Every branch would lose BAH if this were to go into effect. Notice it is called MILITARY PAY CHARTS, MILITARY BAH RATES, not NAVY PAY CHARTS, NAVY BAH RATES.

Ok,
He can't take away BAH for some people. If you're single or married and live off base, then you'll get BAH period.
Now, that doesn't mean the Navy (or other service) can't force single or married personnel to move into base housing where available
