Savage Mark II, probably can find them under $400.
Most accurate rifle ever tested by numerous magazines/gun testers.
If that's out of the price range, go with a 10/22. I have literally a million rounds out of mine and I've never cleaned it, accurate as ever.

sorry xcelr8 that happens to be exactly what i am looking for a 22lr rifle for. long range 10 year olds. my revolver takes care of the ones on the porch, im looking for something to get the ones on the sidewalks...
