Your father should know that since he is an inspector that you cannot have any exhaust that isn't a direct stock replacement. Just because you got off with your exhaust at that station doesn't mean its legal. Hell my old car was all fucked up with the exhaust and had plenty of other problems that I KNOW should of made me fail but because I got work done at their shop to fix one problem before they inspected it they passed it probably without even looking at it. Different cities have noise regulations and if the cop thinks its out of line then the cop is going to pull for it. Yeah it was stupid to pull your father instead of the guy speeding since obviously one was causing real harm to others and the other wasn't...but thats on the cop.
The state of Virginia has plenty of laws to trap you with your car if its modded. Doesn't mean though that the cop is gonna write you for the correct one. That basically the only loop hole you run into unless the judge is feeling peachy that day and decides to dismiss it.

Anything that isn't OEM, or of likeness to OEM equipment is illegal in VA. You said that your dad has dual exhaust on a Rabbit? If it didn't come stock with dual exhaust, it's illegal. As far as the inspection part, they don't critique your exhaust type, just check that you have the necessary smog parts (catalytic converter etc.).
I was getting my inspection done on my truck while I was sitting in it. A State Trooper happened to be there while I was there, and began walking around the truck while the inspector was checking it out. The Trooper started critiquing my truck, "looks a little low" (it is, by 3 inches), that steering wheel looks a little small (it's right at the limit, no not a chain steering wheel or anything). The inspector looked right at him and said that wasn't his job, that he couldn't fail me because of any of that, my truck was within HIS limits of Safety. The Trooper just shrugged and agreed, but threatened me with "I'll just get him when he pulls onto my streets", which he didn't, just a threat, but it had me a little nervous.
As far as your dad's car being an antique, you need the plates to get away with that, and since he apparently doesn't have them, it's too late for that.
Also, any judge or officer of the law will tell you, "Ignorance of the law isn't an excuse". So basically, your dad will have a hard time getting out of this ticket, unless the judge is cool that day.

I am so lucky I have not been pulled over yet. My exhaust is so loud, I had a State Trooper follow me into the HRBT and I was praying he wouldn't pull me over as soon as I got out of the tunnel.
New turbo manifold, up-pipe, and 3 inch turbo back isn't the same as the stock exhaust. 85dba @ 3000rpm's (stock) around 112dba @ 3000rpm's now?
