Ceramic Coating?
ok my uncle owns a powdercoating shop in williamsburg, va called Peninsula Custom Coaters. i work there. ceramic coating holds up to very high temps thats why many people get their headers and such ceramic coated. powdercoating is way way tougher than paint. yea some powders only hold up to 400degrees but they do make high temp powders that withstand way more than 400degrees. see powdercoating and ceramic coating are two different things.
you don't want paint or ceramic or powdercoating on a rotor. it would potentially help to hold heat. zinc or cadmium plating is the best for your corrosion resistance (read: rust). the metallic 'coating' would allow dissipation.
dan, your rotors WILL get surface, esp after it rains and you let your car sit for a few hours. it WILL happen.
where did you get your rotors? ebay? how much did you spend on them? I can tell you by where and how much you spent, exactly what will happen the rotors.
BTW, its not worthwhile to get them ceramic coated.

He's not talking about rust forming on the surface where the pads rub. He's talking about rust forming on areas where the pads don't rub. ie the outer rim of the rotor, or the hub of the rotor.
