I've used it a handfull of times for safety issues like brakes, seatbelts and the like, but it could be used a lot more.
What if - lets say - your stock exhaust rusts out, beacuse you own a 10 year old car that was not taken care of correctly...and you take it to a muffler shop and have them instal a new cat back. Now, the exhaust will not be OEM, so it will be illegal? Is the law stating that we have to spend 700 dollars on a OEM exhaust from the Dealer vs getting it done at a private shop for way cheaper? I am just trying to understand how this works, because I got my exhaust fixed (cat and muffler put on, just like a stock exhaust has) and I was given another exhaust ticket even after explaining I just spend like 400 dollars to get it all "legal" and the cop just said - it has to be OEM or it is illegal, I didn't even feel like getting into it so I just said alright and figured I'd see him in court about it.

Even if its not OEM it would be comparable to the original equipment on the car!

But I guess it has to do with people acting like idiot when a cop is around like someone else mentioned in the thread.
If you add up the totals on my 944 turbo, it comes out to be more than $35,000. Do you honestly think I'm gonna act crazy in that car? Hell no.
If you look @ my original post I asked "What are the VA exhaust laws?" I'm trying to get information. I have a Borla XR-1 muffler sitting in my basement that can be bolted on in 2 minutes. I can order a high flow cat. Its too easy.

in my opinion the real problem is that they have worded the law to be to subjective noise wise, I think there should be a designated number of decibles that you can not be louder than, it shouldnt be left up to the opinion of the ticketing officer
also how come bikes can be loud as crap, much louder than any street car and be in code

hmmm....All this seems to be a matter of where you are, and when really. I've been next to and went passed about 20 cops since last Wed. my windows are pretty friggin dark, and my exhaust is LOUD at anything over 2000rpm. I guess I've just been lucky so far. I'm mostly in Portsmouth, cuz that's where I live, but i've been sitting next to cops at traffic lights in Suffolk, and New Port News, so dunno what to say about this really.
I dunno if the laws different here, but back in Connecticut, anything over 95db is illegal, and if you get a ticket for your loud exhaust, it would be good to have a db meter of somesort (if your car is within 95db) of course. That's how one of my dads friends recently got outta one of his tickets.
