Exactly. You can also get a ticket for just having a tip welded onto your stock exhaust. Unfortunately I found that out the same day I was ticketed for "depositing mud on the roadway"

i might be wrong but i believe virginia used to have a 95 db limit, i think thats right, but i think they changed it to the descretion of the officer to choose whether or not its too loud, but if he wanted to he could write you a ticket if it was really quiet because it has been altered from oem standards

passing inspection and being 100% street legal are two entirely different things that people get confused far too often.
btw...straight thru exhaust..doesn't always = more power..
and louder....hardly ever better (except in turbo cars where backpressure is the no no...but in which case the turbo actually acts a muffler and calms the exhaust note a bit)
btw..i rode my 83 supra open header for a week or two...passed a few troopers on the highway...never got a second look...hell i even went up and down main street altavista a few times...gave the cops a nod...and never was bothered...it's all i how you handle yourself...body language and driving style are as much to blame in getting pulled over as equipment/speed/etc...

p.s. small turbos, they don't muffle all that much
