Default WRX turbo timer install - small problem.

Alright, we installed an apexi turbo timer on my friends wrx this morning. Everything went well and it was a perfect install and everythign works perfectly except for one small fucntion. The air/fuel ratio part of it only works when you turn on the headlights. We spliced the wires into b17 and b19 in the ecu, which is what it said to do. Everythign else works, but if his lights are off, it reads 20.0. any ideas on what is wrong?

Just splice them onto a constant 12v source. Headlights are only running the volts through when turned on.

Someone read the diagram wrong...
