Also noted above-the MAP and TPS sensor plugs may be identical, and swapping them will give you the EXACT issue you are describing. Do yourself a quick favor and just try switching them around.

This is exactly the correct info. Your plugs are probably backwards between the two sensors. same plug, similar wire length. its easy to do.

If you really think its the TPS the min and max volts dont tell you much. You need to make sure the voltage climbs CLEANLY as you move the throttle while metering volts. You can unplug it and just measure resistance {ohms} so this test is possible to do even off the car.
