Yes. There is a tool that exists that measures belt tension. Its called a, you guessed it, Belt Tensioner Tool. It has little fingers that holdon to the belt and you pull on the handle and once the belt moves you read the LBFT reading on the gauge.

yes yes i know some cars water pumps are driven by the serp belts and what have you.......but in his cars description...it seems as if those motors water pump's are driven by timing belt
