I've never met any inspector who pulls any wheels off, muchless all 4. Also never met one who cares about lights coming on when you first start the car. Just as long as they're not on by the time the car gets in the inspection bay, it always passed in my book. We never made enough off a state inspection to have the car in the bay for more than 10 - 15 minutes.
