Quick question...
If you have time and money.. hell yeah build it up.
if your in a hurry.. atleast check the motor out. ( bearing clearances, and compression being the two biggest) But also replace as many seals as possible/ timing belt/ oilpump/ water pump/ and everything thats easily to get to.

You'll sure feel stupid if you put the new engine in and find out it has a problem.. Check the basic stuff at least, and you might as well at least do a light rebuild while it's out of the car, it's usually not very $$, so it's cheap insurance. And if you have the cash to build it further, do it, or wait until you do. My idea of fun isn't yanking a motor in and out every time you have some spare cash laying around to buy parts..
I would go #2.. best thing to do is make sure the motor is good before installing it or you will have to pull it back out to figure out what is wrong with it.. save enough money for a rebuild when buying a engine...
