Default ??question??

I just put together a 2000 ls block with a 95 ls head, I've checked everything over and over again,New rings, all new gaskets, I have spark. I have fuel, Compression is good, timing belt is on right ...It will not start. It turns over good like it wants to start. I'm thinking it has to be something electrical. Any advise would be great.
