It could be something as simple as a fatigued solder joint on the main connector, who knows. Honda ECUs are pretty robust unless they've been miswired, etc.

Thanks guys for the replys i got another one chipped and that one works perfect. If anyone out there knows a company that could fix that ecu i would appreciate it.

Unless you have an 8 channel logic tester, oscilloscope, tight tolerance dmm (i.e. fluke), vacuum desoldering station and esd soldering station, attempting to fix an ECU should be the least on your mind.

Take a look at DM4, physically deformed/blown? Difficult to diagnose and no, I no longer bother with ECU repair. But have a look here:

a stock p28 doesn't have a crank angle sensor originally programmed in it either i don't think? when i put a d15b in my ek i still had the obd2 p2p ecu and it threw codes for a knock sensor and crank angle which the 15b had neiher sensor so i got a jumper harness and p28 and now it's running check engine free with no crank angle.

You're totally confused. All Honda engines have a cam and crank sensor, that's how they run. You can't run a multicylinder engine without both of those, because the crank sensor is used for crank rotation speed (and position) and the cam sensor is used to detect which rotation the crank is on. Without both of those you can only run an engine in semi-sequential or batch fire mode, neither of which is good for efficiency or emissions.
OBD1 Hondas have both sensors in the distributor, and so do OBD2. USDM ODB2 engines have an additional crank fluctuation sensor (which is NOT the same as the crank position sensor) on the block, which is maybe what you're thinking about. Many other engines have crank position sensors on the crank/block, which is probably why you're confused.
