Default obd1 ecu codes please help

I would pull up honda-tech but no access due to internet filters. Well here it goes I put the jumper wire in and I get a code 9.

Then when I clear the back up fuse, and turn the car to ignition(jumper wire is still on) the SRS light will blink and stays on solid, check engine light stays on just after.

thanks for your help.
