yes, but he will do the same thing the dealer will do, and its cheaper then a locksmith. last set of keys i had to get cut for a customers car using the VIN from a locksmith was 40 bucks, and the last civic i had to get some for was 10 bucks.
and, the dealer does it in ten minutes, good luck getting our local locksmith to do anything under an hour or two.

not honda. they are not chipped (like most Fords with the PATS system, the older GM theftlock systems, and a few dodge systems)
i have called there before with the VIN, and had one sitting there when i got there.
If your wheel doesn't lock, you've already handled the hardest part.
Take your steering column apart and there are usually soldered wiring points at the bottom of the cylinder that the lock cylinder slides into. The black one is obviously the ground, and you'll need to locate which of the other two points are 1 - starter and 2 - power.
Find these two, and solder wires to the two. You can get a button for the starter and a switch for the power at walmart for about $3 each.
edit: and don't get pulled over. This is usually viewed as "suspicious" by law enforcement.
