I think your vtec engagement is a little too low. I wouldn't go under 5K. Might even go with 5.5K You are going to bog down a little if you set it too low. A good way to tell is, if you actually feel vtec hitting hard, then it is probably set too low. It should be a smooth engagement. I would set the rev limit to about 7500 also. The motor should be able to handle 7200 no problem, and give yourself a little extra room to stop from hitting rev limiter.

PR3s are easily chippable, although they're bastard stepchildren of the Honda ECU family. They're basically OBD1 ECUs in OBD0 trim. Kind of an inbetween animal. I don't do standard chipping anymore because of time and equipment, but there are many people who can help you out with your PR3. You are talking about an OBD0 PR3, not an OBD1 PR3, right?

I plan on only putting a IHE and maybe a cam until i get my b series. i was thinking i should get it set to

Rev Limiter 7000
Vtec Engagement 4500
Launch 4000

What do you guys think?
i got my ecu from him, and ive had no problems at all with it. i wish i set my launch a little higher tho. anyways, mine is set up like this on an a6 block, and y8 head. the ecu is a pm6.

limiter 7200
vtec 4500
launch 4500, i wish i would have made it like 5000 or 5200

but overall its a good ecu! and fabrik8 is a good guy to deal with!

When I got my Skunk 2 p28 on my mini me, I did 5500 vtec engagment, 8000 rev limit. And it was good. Vtec engagement should be 5000rpm or over, 4800 is too low.
