cheap: eibach springs, kyb agx struts (my suggestion for you) I think they are under 300 for the springs and not sure about the struts.
lowering on stock struts will blow them so fast
best: koni shocks, groundcontrol sleeves (if you want performance) cost alot more than the above

There isn't anything special about Groundcontrol springs, they're just expensive because they come with the other parts (besides the springs). Eibach is one of the best spring manufacturers in the world, and make more springs than probably anyone else, so don't think the quality is poor just because they may be cheap. They have really high production volume on their side, which most spring brands can't say...
Really though, the strut is the important part.

lowering springs ride better, but you lose the ability to adjust. ive ridden in cars with lowering springs with stock struts and they ride good, but coilovers go to low and eventually will blow the stock strut=shitty ride.
You can get a decent coilover+strut set for around 450

save and buy good complete coilovers not sleeves. do anything else and youll be wasting your money because eventually youll wanna go lower + it will ride a lot better and last longer than throwing springs on stock struts. some inexpensive setups are function form and skunk 2. also you will need alignment camber kit would also be a good idea depending on how low you go
