the fake turbo noise sounds like a bottle rocket anyway ... sorry its about as gay as michael jackson.

 

decent BOV's cost more than 180. turbo kits arent cheap. you need pressurized air and vacuum to have the BOV make the sound that it does.

Since no one actually answered your question (which people rarely do...):

No, he can't slap a BOV on his intake and expect it to sing. You need significant air moving thru the BOV to make it sneeze; you should only be able to get it from a Turbo.
