First. Learn to drive your car.
How many miles are on it?
If high miles, replace bushings. That'll help when launching.
Get some good ass front tires. Not no 30 dollar specials, get some drag radials or some nice soft compound tires.
Get a good clutch/flywheel setup. Nothing crazy, a resurface'd flywheel and a Stage 1 clutch would be good. Take your powersteering belt off the motor, that'll free up some hp by making the motor more efficent.
Get new plug wires, cap, rotor and plugs. IMO get all OE stuff from Honda/Acura, yes its more expensive, but it is quality stuff. Also I'd get a new fuel filter aswell(20 bucks or so).
Finally, get a quality oil and oil filter. Keeping the car maintined will make it run better.
For aftermarket stuff. Unless you get the stuff for pratically free, I wouldn't do anything to the motor other than maintence stuff. If you get a intake for free, put it on. DC-Sports headers suck IMO but they are lighter than stock.
I hate the fact that I drive around in a gutted car. The females don't like it at all. And the weight savings aren't all that. I mean, you could save more weight by removing your window regulators and window motors and sunroof tracks than removing all your interior shit. If you wanted weight to be on your side, you should have gotten a Dx Civic or a Cx/Vx/Dx hatchback.
If you feel fine with all that. I could walk you thru a mild-ly built LS motor that'd be pretty damn quick. A set of b16 pistons, skunk2 manifold, ITR header, decently sized exhaust, and some crower cams(402s) and you'd make mid 150 whp for cheap. The only real way you can make power is slapping a vtec head on it, and that seems a little out of your league.
Also, if you can get your hands on a better transmission, that would help out alot. B16 or Gs-R transmission, and if it has a LSD thats even better. Motor mount inserts(Energy Suspension) are a great bang for your buck, for 30 bucks and Pep Boys has them in stock most of the time.

When I bought my honda, I spent weeks using the search button on drag, and honda-tech, before ever posting.
You'll find that most of the questions you have about your car, have already been asked and answered.
Figure out what your ultimate goal is with your car, then determine the best way to reach that goal while taking your financial situation into consideration.
My personal recommendation for for a B18b, is to focus on midrange power since you don't have VTEC. So buy a 4-2-1 header instead of a 4-1. Buy a full length cold air intake, instead of a short ram intake. And as far as cat-back's go, I'm personally a big fan of the Apex'i WS2.
Nut Rider made a great point about ignition and oil. A lot of people worry too much about modding their car, and don't bother doing proper maintenance. Parts like fuel filters and spark plugs arent' gonna add much power, but they can sure as hell take it away!
If you plan on making decent power with this car, keep in mind that the B18b responds REALLY well to a turbocharger.
