I don't understand why everyone shits on the H23. The torque is almost the same as the H22, and even though the HP is higher on the H22, I've seen lightly modded H23's keep up with H22's, without to many problems. You can get a complete H23 swap for like half of what you can buy an H22 swap for, so that would leave you with a lot more money left over to mod, plus the lower stock compression on the H23 helps it hold up to boost a lot better. I have seen many H22 Prelude's with stock internals go to hell running boost.
As for the H23/22 hybrid. It is a lot harder to make work well than it seems. Most people like to put the head on and go, but to do it correctly you need to put the oil squirters from the H22 into the H23 block, and that is a PITA, if you leave them out, the engine wont hold up to the high RPMS you turn in vtec
